High assessment of effects of the OSH programme „Improvement of safety and working conditions” is the title of a long-term governmental programme, coordinated by the Central Institute for Labour Protection-National Research Institute. Last year’s results of its 1st stage, adopted for the period 2008-2010, were presented at the Labour Protection Council’s session held at the seat of CIOP-PIB in Warsaw on 16 March 2010. Chief Labour Inspector Tadeusz Jan Zając and his Deputy dr Marian Liwo took part in the Council’s session. The objective of the programme is to develop innovative organisational and technical solutions to significantly limit hazards in the working environment, reduce the related number of work accidents and occupational diseases and minimise the resulting economic and social loss. The last year’s effects include implementation of 133 tasks by state institutions and 72 research and development projects. The programme outcomes, presented by the Director of CIOP-PIB Prof. Ph.D. Danuta Koradecka and a group of her fellow-workers, were appreciated by members of the Labour Protection Council. A high scientific level of the initiative, its interdisciplinary nature and novelty were mentioned. Practical and educational values of implemented work were emphasised. – These initiatives perfectly fit in with the whole strategy of our activities aimed at improving work safety and health in Poland – said about the programme effects Chief Labour Inspector Tadeusz Jan Zając. He mentioned educational value of many implemented projects and the need to continuously broaden the promotion of safe behaviour in the workplace and popularise good practices in that area. He congratulated the institutions involved in the programme implementation on having achieved such results last year and he wished them success in finding as many practical applications for the projects as possible. The head of National Labour Inspectorate informed the Council members about action taken by the NLI following work accidents that occurred on the construction site of a commercial and leisure centre “Suwałki Plaza” in Suwałki. He announced that in the third decade of March 2010 the labour inspectorate would commence a one-month inspection blitz on construction sites all over Poland, with particular emphasis on checking work at heights. The Council adopted an opinion on work safety in construction. It recommended, among others, special supervision of sites on which inspectors identified serious hazards and where accidents happened, and particular focus on safety of work at heights. The opinion says: „Given the fact that nowadays construction work is more and more often done by private investors themselves or by small contactors hired by them, it is necessary to promote basic rules of safety among the society, with greater involvement of the mass media than it used to be so far. It is unacceptable that a number of work accidents during construction work is increasing year by year. It is absolutely necessary to urgently take systemic actions to change this rising trend.” During the same session, deputy chairman of the Labour Protection Council Jerzy Langer was honoured with a statuette PRO LABORE SECURO, awarded by the Central Institute for Labour Protection for outstanding public service to protect man in the working environment. The session was chaired by MP Izabela Katarzyna Mrzygłocka.
