Jubilee on the 60th anniversary of the social labour inspection

On 16 February 2010, a ceremony on the occasion of the 60th anniversary of the social labour inspection was held under the patronage of the Speaker of Parliament Bronisław Komorowski at the Column Hall of the Polish Parliament. It was organized jointly by the Labour Protection Council and the largest trade union associations. The gala was attended by more than 300 social labour inspectors, representatives of Parliament, ministries, central authorities, trade unions and employers’ organizations.

At the initiative of the II Congress of Trade Unions, held in June 1949, act on the social labour inspection was developed and then enacted by Parliament on 4 February 1950. It was the beginning of the social service, performed by employees who are appointed by trade unions in order to intensify supervision of compliance with labour law provisions, improve OSH status, and strengthen prevention of occupational diseases at enterprise level. Nowadays, there are several thousand social labour inspectors who are remarkable experts, specialists in various fields, e.g. technicians, ergonomists, representatives of medical professions. They significantly contribute to improving working conditions in enterprises and at individual workstations and they popularize work safety culture among employees and employers.

Speaker of Parliament Bronisław Komorowski mentioned all these facts in his address to social labour inspectors. He stressed that they have a positive, important and needed role to play in workplaces. He expressed the conviction that social labour inspectors are aware of new challenges, new circumstances and new style of work organization; such awareness entails the necessity to set new goals and directions for the future.

Chief Labour Inspector Tadeusz Jan Zając, speaking for himself, the management and all employees of the National Labour Inspectorate, extended words of recognition, respect and thanks to social labour inspectors for many years of their activity to protect people in the working environment.

He said that the National Labour Inspectorate appreciates the possibility of cooperation with social labour inspectors, which adds to greater effectiveness of corrective work of both inspections. NLI attaches much importance to developing legal advice services and helps as much as possible in training social labour inspectors. Only last year, the Chief Inspectorate and District Inspectorates organized over 170 training events attended by nearly 7 thousand social labour inspectors.

Tadeusz Jan Zając congratulated social labour inspectors on their jubilee, wishing them every success in their difficult and responsible, but also satisfying service to ensure safe and decent work.

On behalf of the Labour Protection Council, congratulations to social labour inspectors were offered by the chairperson, MP Izabela Katarzyna Mrzygłocka. She pointed out that for 60 years the social labour inspection had had an impressive track record in shaping safe and hygienic working conditions and protecting the rights of employees.

– Many people are of the opinion that legislative changes are needed to adjust the rules of social labour inspection’s functioning, position and scope of inspection powers to the current labour market conditions. This, however, does not obscure the overall picture and important achievements of the social labour inspection. Its attainments are a great asset which must not be wasted.

Izabela Katarzyna Mrzygłocka said that energy and determination in actions, so typical of a great many social labour inspectors, contributed to eliminating a lot of important legal infringements, which could have been the source of not only accidents and occupational diseases, but also labour conflicts.

Words of thanks for decades of effective fulfilment of the social mission to improve compliance with labour law, including OSH regulations and rules, and wishes of continued success were extended to social labour inspectors by the heads of trade union central associations: Jan Guz – chairman of the All-Poland Alliance of Trade Unions (OPZZ), Jerzy Langer – vice-chairman of the National Commission of “Solidarity” Trade Union, and Wiesław Siewierski – President of the Trade Union Forum.

Chief Labour Inspector Tadeusz Jan Zając, accompanied by the Labour Protection Council’s chairperson MP Izabela Katarzyna Mrzygłocka presented Honorary Badges for Meritorious Service in the Area of Labour Protection to several dozen social labour inspectors.
